Through four decades as a senior planner — primarily working in the resource management sector on policy and plan development, resource consents and designations — I have a broad and thorough knowledge of planning under the Resource Management Act, including its practical application to consenting and in the resolution of environmental issues.

An accredited RMA decision-maker (Chair endorsed), I regularly act as an independent Hearings Commissioner. I have prepared best-practice guidance on various aspects of planning, and provide clients with strategic advice on consenting and policy projects. I am a Fellow of the New Zealand Planning Institute.

My work has principally been as a consultant, although initially I worked for a local council, where I honed my skills. I have worked across New Zealand, at all levels of government and for various private and public sector bodies.

I have considerable experience in district plans, and have prepared plan changes and reviews for councils. I have particular expertise in the consenting process, being the lead Planner on a range of large transport, energy and infrastructural projects. I have also worked on a variety of commercial, infrastructural, rural, recreational, community and residential developments across New Zealand.

I am very experienced in the preparation of Assessment of Effects on the Environment for consent applications and designations, including for large scale infrastructure and other projects. I also have experience in undertaking assessments of alternatives for site and route selection, including for business case purposes.
