Capturing the significant history, values, and narratives of Te Nukutai o Tapoa for authentic expression within a waterfront development.

In 2019, Boffa Miskell was engaged by the Christchurch City Council to work with Te Hapū o Ngāti Wheke to develop a design guide and Cultural Narrative Report (CNR) for the Te Nukutai o Tapoa | Naval Point area located at the edge of Whakaraupō | Lyttelton Harbour.

This came as a response to the Lyttelton Masterplan (2012) and subsequent Lyttelton Port Recovery Plan/Te Mahere Whakarauora i te Pūaha o Ōhinenou (2015) in which Ngāti Wheke were recognised as critical partners in the future development of Whakaraupō.

The Cultural Narrative Report provides an overview of the cultural history, values, and aspirations for the area. The partnership with Te Hapū o Ngāti Wheke ensured the interpretation and celebration of mana whenua values and aspirations would be meaningful and appropriately expressed in the built and natural form.

In May 2020, the final Cultural Narrative Report for the Naval Point Area: Kōrero Ahurea a Te Nukutai o Tapoa was produced. The CNR provides necessary, practical guidance for the incorporation of Te Ao Māori values into the built and natural form and highlights the critical importance of working in partnership with mana whenua under a co-design arrangement. The CNR identified the priority to protect and enhance the moana/water and mahinga kai/natural resources of the area and its traditional function as tauranga waka.

The report concluded by identifying how the themes, pakiwaitara (traditional narratives) and historical events captured in the CNR can be appropriately and meaningfully reflected within the ongoing Naval Point development and design.
