A comprehensive residential redevelopment of a former hospital site in a regional centre
The site of the former Napier Hospital occupies a prominent location along the top of the ridgeline of Hospital Hill, Napier. Since 1999, when Napier Hospital was closed and services amalgamated with Hastings Hospital, the elevated hill top site (approximately 4.95 ha) with its series of purpose built buildings lain more or less abandoned. Over a decade later, Todd Property Napier Hill Ltd took ownership of the land with a view to redeveloping the site for residential purposes.
Todd Property Group gained consent in 2014 to convert to residential use the former Napier Hospital site on the landmark Napier Hill. The development includes 11 stand-alone residential sites, 21 townhouses including attached duplex houses, and two high rise towers of 18 apartments that replicate the extent of the former main hospital wards. Adaptive re-use will also see the Arohaina former maternity ward converted to 26 apartments.
It was important to reflect the site’s history and prominence in the master planning and landscape design of the development, which falls within the Napier Hill Character Zone of the district plan. The masterplanning and design of the Napier Hill development established a strong relationship to the surrounding landscape and urban environment. The redevelopment provides both physical connections across the site and the opportunity for the establishment of a strong residential community. The design of the landscape provides public access to features from the former uses of the site, as well as providing for the enjoyment of the outlook that this elevated site offers.
The design of the residential environment was developed to integrate with and complement the adjacent areas of the Hill. In achieving this integration the public amenity of the former Hospital site and surrounding part of Napier Hill has been greatly enhanced through the overall future development of the site.
Boffa Miskell was engaged in 2012 to provide advice in relation to overall master planning working alongside Paris Magdalinos Architects (PMA). Boffa Miskell’s role has included a particular emphasis on landscape amenity, urban design and the neighbourhood context, in addition to landscape design and advising on vegetation management. Boffa Miskell also assisted in the resource consent process undertaking the landscape and visual effects assessment and working with council’s expert peer reviewers to gain support for the project including its two residential apartment buildings.
