As a nationally recognised and one of the most valued and highly-used public spaces in Timaru, Caroline Bay plays host to the annual Caroline Bay Carnival over the New Year period and has done so since 1910.
Approximately 31 hectares in size, and located close to the town centre and port, Caroline Bay was once the jewel in the crown of Timaru. However, over many decades, it had lost its shine, vitality and connection with the beach.
In the late 1990’s, Timaru District Council employed Boffa Miskell Limited to carry out community consultation, concept design, detailed design and observation work for the three-stage development at Caroline Bay.
